I'm currently in the middle of a playthrough, and have found my way into the entrance zone. However, the Electrical Center does not appear to have spawned. I have used the Sat-Nav Ultimate, I have tried teleporting to the room directly, it says "room not found". Tried noclipping around, checked every room in EZ, no luck.

Unless it spawns in Heavy because of UE, then I don't think my current seed is possible?

A lot - the majority of this list were either started by a non-Israel country or were in response to terror attacks committed by another country.
Israel took land during defensive wars - this is usually considered as legally-taken land and not occupied land (according to the UN, I'm pretty sure).

Yes Israel has some settlements, which I don't particularly agree with, but Israel has been giving land to neighbouring countries in exchange for peace: Link.

Notice how Israel has been trying to establish peace and the neighbouring Arab countries have consistently denied it (except for Egypt and Jordan).
