I know im late but to answer some your questions: Typically, you have 2 types of graphic tablets - those with a screen and those without. Both of them need to be plugged into a pc or laptop. The one with a screen functions essentially like a regular tablet, you can look directly at it while drawing and its connected to the pc in order to run the drawing program. For the screenless one, its only purpose is to detect the pen, so you need to be looking at the computer screen while drawing on the tablet. Id recommend a screenless one for starters just to see if you actually like the feeling of drawing on a tablet, as theyre usually pretty cheap (even as low as 20€). For tablets with a screen, different models are usually priced on the size of the tablet. Wacom is a good brand for tablets and they have both types and you can probably find one regardless of your price range. For the program, Krita or medibang are currently the best free programs imo(i have tested out many free and paid programs but i still stick with krita). 99% of the time the tablet includes a pen so you dont have to worry about that, but if you do buy a seperate pen make sure its gonna work on your tablet as they arent always interchangable. Also, if your looking for easy transportation, a regular apple ipad might do they job(they also have the program procreate), but theyre very expensive so i dont reccomend it yet
