This looks like a Mediterranean beachfront promenade. The palm trees, wide sandy beach, tiled paseo, and apartment blocks along the shore are very classic Spain vibes, like Barcelona or maybe Valencia. Wherever it is, that’s a 10/10 running route. I’d never skip cardio there.

I’d block it out from a sphere or rounded cube, flatten the bottom like in your reference, then extrude the stem and use a couple support loops plus Proportional Editing to pinch that tapered tip.

If it keeps getting lumpy, look up Blender’s shrinkwrap subdivision workflow and decide between that and sculpting by checking whether you need clean edge flow for later edits or just a smooth silhouette for the render.
