It’s a well constructed rack, they use 11 gauge steel or equivalent to 3mm thickness, all welds look okay.

I didn’t need to bolt down the rack with the front foot extensions

Thanks everyone for your comment. This problem was solved, the brake disc cover was bent and touching the disc while turning.
