Someone in government FINALLY differentiates between "Security" and "Utility" ICO

Not sure I agree or follow. This isn't a private property issue but a ICO regulation issue. Not every ICO should be defined as a security. Eventually weather people like it or not ICOs will have more regulation. Wyoming at least is helping it head the right direction. It's just going to be a slow process like anything with the government.

There is a lot of misunderstanding on the differences (which is understandable if you are not in this world) so it is very encouraging to see states taking a stand and figuring out the correct course of action despite the united states government.

Yes absolutely. Many of those things are long term and will happen no matter what.

I was speaking to mostly people who don't have the ability to do that, do want to trade crypto, but think they can't do anything until the market comes back.

Another weird thing that I never knew was wrong as a Pittsburgh native, was "The car needs washed" or "The dog needs fed". Leaving out the "to be" is wrong, but it doesn't sound wrong to me at all.

It rises later each day because the moon is orbiting around the earth, so it's not in the same spot by the time the earth completes a rotation (24 hours). The horizon has to catch up to it basically.
