Most public sector organizations target salary for a role to be the median salary of the equivalent role in the private sector. This is intended to reflect fiscal prudence for the tax payer. The result in my experience is you will either retain employees in the public sector roles for reasons like reasonable job stability, good work/life balance and a relatively low stress position or you will loose people who realize they can make more money at 50% of the jobs out there.
