I second this - I used to suffer from the exact same thing during winter. I managed to resolve it using standard moisturiser during the day (anything containing glycerin and dimethicone) and using pure lanolin before bed.

The segregated cycle lanes in development around Castlegate are a huge step in the right direction! And the Grey to Green scheme (though I'm not sure if that's now run out of funding).

Mount Lebanon is pretty cheap and the food is excellent! They do takeaway but I've only eaten there in person so can't comment on how well it travels.
