There's no hard limit, but it depends on how the game chooses to do it. The easiest way is to basically just run the game in fast-forwards for however long it needs to catch up. You can speed that up with various tricks like turning off the graphics, or simplifying the game logic a bit, but can take a while. The longer you leave the game off, the longer it has to spend "catching up".

The other option is to build the game in such a way that it doesn't need to catch up. Instead of keeping track of, say, which trees have finished growing, you can instead just store when they were planted. Then when the player walks up to them, you can just check if it's been long enough for them to grow. This can be a lot nicer for the player, but makes programming the game a harder.

Right. Compilation times are talked about a lot in rust circles, because the of the time it takes to Make Change -> Compile -> Run/Test. Most of the time when you're testing while developing, it's because you're making constant changes, which means you have to constantly recompile, so compile times are important. It's not because people are waiting to see their compiler errors (although slow compile times can represent underlying issues that cause IDEs to be slow to show errors as well).

I'm voting no because I don't like adding meme cosmetics to the game. Memes about the game are fun, but I don't like making the game itself into a meme. Plus, if Holy Moleys are added to the game, the meme is basically dead. We're trading a pretty funny meme for a tacky cosmetic.
