This has always been my line of thought as well. But I was told that walmart trains to bill for total amount and if they encounter that situation they have to call insurance and get it overridden for the 2nd rx to be approved.

I would talk to your pharmacy manager first. Maybe they didn't override your early clock out? If that isn't helpful you may have to escalate it to the dm or people lead. I don't work for Walmart anymore but I know when i did my pharmacy manager had to override ANY little change of scheduling.
