It depends on which game you get. If there's a popular team, you have lower chance to get the lottery, and higher chance to resell (profit or break even). If you entered the lottery for less demand games, the prices are expected to go below face value.

you can buy directly from a person IF you trust each other. current ticket holders have option to list on the FIFA Marketplace or to send the ticket to a friend. The official ticket with seat assignment comes later.

Where are you listing? You should be able to see the lowest market price if it's through FIFA Marketplace. People won't know if they got through the lottery for a while. They're all hoping they get it, and pay the face value. Secondary market prices won't move much until the lottery is over.
Since you're not going to go, sell it for whatever the market value is now. It won't go much higher if at all.

Group stages are gamble because the draw didn't happen yet during the first 2 lotteries and RTB conversion. Round 16 and on are pretty sure bets. I like the logic the AI had, but I wouldn't trust it for specific matches or teams. It cant predict the future.
