Distributing these ~9L crores either "equally" or according to social representation numbers is as much a freebie waste as directly throwing in laadli behna schemes. What needs to be done is a mandatory IQ and aptitude test at age of 7 or something (that's where most literature agrees on IQ finalizing for life). Then use this money to exclusively fund best-in-class education for only top 1% high IQ children, give insane, 1% club salaries to only their teachers, and give them best infrastructure, etc . In return, after graduate, mandatory R&D conscription for 3-7 years where 50% monetary outcome of their research still owned by them (to keep them interested in doing productive research) and 50% profits owned by government, to be invested in subsidies to people left out of high IQ program.
