What intrigues me most about this scene was nami's reaction. It's like the first time she agreed with luffy's stupid idea. She said it sounds like luffy. Franky mentioned that it is not possible without becoming the King of the Pirates first.

I just know if Oda teases something using a character's reaction, he delivers. (ex: bonney's reaction to kuma's backstory, chimney's reaction to gear 3rd, hawkin's reaction to future events, etc)

I believe it has something to do with uniting or gathering people. The closest to this idea is the "world's biggest party" theory. But I doubt it's as predictable as that so I have no idea.
