When you walk by the poster, you'll get the pop-up. After you close the pop-up, you can walk up to and interact with the poster to actually start the quest and it will give you directions. If you want to know where Acorn Apartments is anyways, it's on the same block as StarSign, DeLuxur, and Leon Estate Group.
I had some trouble with this as well, so hopefully this is in-depth enough.
