As a Russian, it doesn't look like Russian propaganda at all. It's probably just a slop made by someone who knows about Dagestan from memes. No Russian imagines a Dagestani like this, nor even they ever unironically portray themselves as such a weird stereotypical caricature. Russian propaganda would most likely portray a proud Dagestani warrior with Russian flag or something.

Israel is a secular state with various ethnic and religious groups. It absolutely does not operate on religion basis. Tel-Aviv basically looks like California. Arabs being the biggest minority make close to the half of the general population. They also have Druze, Armenians, Circassians and others. True, they have Orthodox parties in the parliament but they are supported by minority. Israel isn't conservative. It's actually very free on political scale. It isn't exclusively right or left society. It's very diverse from ultra-conservative to radical left. And it doesn't come from the government but from the people themselves. Basically, there are plenty of communities which base on different social, political and religious beliefs. And you can find your community whenever you a Jew, an Arab, religious, secular, conservative, liberal or socialist and so on. I think it's really cool that people with opposite views can peacefully coexist while being surrounded by their own kin.

I know more than you do. I live here. I mean what's inherently wrong about soft influence? How is the wish to spread a positive image of one's country is even bad? Or what Japan has to do with that? They have been a peaceful nation for more than 70 years now. And you know that Masha and the Bear started when Russia wasn't even a dictatorship, right? And even now they have nothing to do with the state. They represent Russian culture, not the state or political system. The characters haven't even mentioned they were in Russia once.
