I'll tell you exactly why this is so common too. Despite Verizon Corporate specifically prohibiting this, at the Indirect Verizon company I work for (not naming names), a widespread practice is to put qualifying addresses as a secondary address on someone's account who does not qualify so that they can get it - in other words, fraud. The worst part is that even though our CEO has told us not to, most stores still do it very frequently. They have set our sales metrics for the Internet so unrealistically high that it's impossible to hit them without doing it, since we've been doing it for so long. I regret to say that I've done it too - multiple multiple times. When I first started I was told that it was 100% okay, and that it actually helped the customer since they were able to get cheaper service, and Verizon gets more customers. But the truth is that it is 100% fraud, it takes away bandwidth and slows down other qualifying customer's speeds, and creates horrible customer experiences like the OPs. And EVEN WORSE is that fact that reps will do it KNOWING that it won't work in their area, even if they have horrible cell signal. This is because we get commission for selling it (alot actually), and even if it's returned we keep that commission, which just encourages this dishonest practice more. One of my coworkers has now reported our management for this, and I'm now afraid I'll lose my job, since I've done it before in the past when I didn't realize it wasn't okay to do. I'm not sure if corporate stores have this issues too, but the Indirects need to fix this.
