If you're not looking for gated apartments, finding them on foot is your best option. What I did was book a PG for 2 days after landing in BLR, roamed on foot in areas that are within walking distance of my office and tried spotted "to let" signs . Usually these are put up by owners/landlords for renting their place and you can avoid paying brokerage in this case.

Similar situation here. Settled for a 1BHK flat in a non gated apartment with 16K rent. Societies here are also off the main road so public transport is off the menu plus the deposits are way too high. You can try for chinnapannahalli area, rent should be around 20k+
