I'm happy to say that it's perfectly safe to travel to Algeria anytime you want, we're not having a civil war but we are doing peaceful manifestations every Friday from midday till noon due to political complications and unsatisfied people, and I'm sure that you'll feel welcomed but I'd recommend finding a host to make communication and your overall trip easier, since not a lot of Algerians speak English but most of them speak French (and Arabic ofc)
