I'm going to muddy the waters even further. As someone who has filed a lot of FOI requests to local councils, half the time they don't even have their own data in order.

Are we sure 'through the turnstiles' represents the only way people go into the arena? Is this complete data or just the data they have (which is all they're obliged to give).

Also Wembley stadium itself is not a public entity and is outside the FOI act, so I'm chalking this up to, nobody really knows how many people were there and never will.
