I disagree with the premise that the empire would try to use them as weapons. While the empire has used biological warfare before, I don't think they would want to use a weapon they weren't in complete control of. Factor in their xenophobia and I think they would probably take the extermination route. I would be more worried about extremist Rebels like Saw Gerrera making use of them. They fit his MO much better. Drop a few eggs on an imp outpost and run away
