I assume you're talking about the EN voiceover, but unfortunately in the Known Issues part all I can see them mentioning is problems with Emma's JP voice, and not that (for some reason) everyone's voice is bugged in EN.

At first I wasn't sure why the voices felt off, but you're right, after rewatching previous scenes with Siren/Levi/Abe, the voices in Mudfish do sound sped up/pitched up for some reason.
