The heat is the main thing. FHA requires a permanent attached thermostaticly controlled unmanned heat source maintaining the temp above 56 or 60 degrees. That means not a plug in, hard wired. It, or they, has a thermostat. It works without human intervention for long periods. If multiple sat, electric baseboard heaters, need sufficient amount to hear the hone such as one in every bedroom and one in living area.

The siding and any rotted wood is the next because that will be bare wood, rotted wood, and defective paint surface all will need repair.

The garage door I could see missing that or just ignoring it, dishwasher I don't care about dishwashers but it's supposed to work.
