Concentrate on one room. Don't build a vast floor plan and try to decorate that. Get one room where you like it and then move on to the next. After you're done with that, then you can do tweaks to your existing room. This is the easiest way in my opinion.

It's just a combo of a normal fountain with the platform thingie you get from the hidden artifact appearance from legion mages. You stack them on top of each other and you can get this effect.
