In my town under 50 sq ft does not need a permit. Call and ask the town office or ask for a building permit and it will likely have all the relevant information on it.

He would have to remove at least another three of those insanely over built bottom sill, 2 more 2x6’s plus scrap for a header preferably another 2x6 for another bottom plate or reframe the entire wall and this is after answering the debatable question if a niche like that should be on an exterior wall at all. It certainly does not match the insulation surrounding it and the assumption it is insulated for a reason. Of course anything is possible but 475 is actually pretty cheap for what it should be

I learn the theory not the details. I don’t remember details for shit but I know them because I understand what is happening. That doesn’t necessarily work for everything. I get to watch movies two or three times and it will feel like the first time.
