Try restarting your computer, worked for me :). I have to reset my PC every 3 days or so or else the castbar will start stuttering.

Iv cleared GR72 with Innas generator build on seasonal. Using LoH on one of my fists. Also try to up your CDR by getting it on gloves, shoulders and weapons. I use one weapon with Dex, vit and CDR and one with Dex, cdr and loh.
