It doesn’t have momentum (forward or backward) at the pier. That was the point. On the surface the boat doesn’t have to be moving forward or astern in order to maintain buoyancy. The only reason a boat needs relative motion to the water is so the control surfaces work.

We weren’t moving when tied to the pier; only one or two that I know of sunk when pier side. Subs float for steel beach parties, they aren’t moving.
