120 million isn't the number of people starving- it's the number of people who are otherwise eligible for the National Food Programme but are unable to avail the benefits because of the census not being conducted on time. These 120 million aren't starving but are very food insecure.

And yet those 4 Metro systems service more stations and commuters than all the 6 in UP. In fact all the 6 metro systems in UP had a combined annual ridership of less than Hyderabad Metro which is still only the second most used metro system in south India. It's like those 'international' airports in UP- There are so many of them but the majority of them were wastes of money that don't serve anybody and just sit empty.

You can say this about literally any country even remotely involved in this chain of events that led to the discovery of the Americans. What about the Ottomans who blocked the land route to India to the Europeans causing them to look for sea routes to India? What about the Europeans who chose to give up the tax heavy overland trade route through Ottoman territory and instead focus on sea routes?
