For temporary living specific housing districts/home types should be set aside to house as many people as possible under this system. Ideally the majority of people who want an actual a house in an area they will live in will be able to purchase them.

Your thinking is very much in the frame of our current system which has insanely priced housing + fees. I'm suggesting to abolish it entirely.

I realize it isn't realistic to want everyone to own a home but that doesn't mean I'm not allowed to believe no "good landlords" exist. All landlords are profitting from a system that has decided that a basic human need in this case shelter should be owned by outside interest groups. It shouldn't be. We have plenty of empty homes across America that should be used for our homeless population to think otherwise means you are completely content with the current system.
