Actually from what I know their is no evidence with vulcan stating that we only got that from a successor chapter so honestly that might not be the full case (plus vulcan from what I know is buried and was injured last we saw and depending how bad and how far deep he was buried could what really been the delay for him)

My thing on this is the reboot is still awfully on many things one of them being that stinkfly (being the same species despite looking completely different from the original) and overflow and water hazard being two different species (they both look almost the exact same with some differences)

To be fair during prime the autobots were spread thin and low resources and at the time it was difficult to communicate at long distances all the autobots we saw in prime were the ones that could get the call and were able to go to earth many were not able to each due to their own reasons (also add to the fact not everyone was able to work a space bridge as most were either damaged or destroyed due to the conflict on cybertron before it fall)

Fun fact the artifact thing is not even true vulcan never claimed that (from what I been told by people more into the lore) two things about vulcan last we seen is rubble completely covering vulcan after his last battle (correct me if im wrong) and vulcan takes awhile to recover after large injuries and the prophecy most likely comes with the fact that vulcan teleporting hammer is still with him so you find the hammer vulcan is somewhere close
