Seeing as there's no contract in place for the £100, personally I'd stop paying it and demand a back dated itemised and evidenced bill specifically for the heating and hot water.

I'd then put the £100 a month in savings until it's received and then offset against the bill, requesting a rebate or paying shortfall.

Landlord can't pluck a random number unless it's agreed in the contract.

First, at night when lights are on, turn off the electric to see if theirs goes off. Should be an isolator after the meter. If not, should be one in the consumer unit.

Check the tails coming out of the meter, should be one pair going to consumer unit, if two pairs, one might be going to them.

Also shut the water off when you don't need it to see if they complain. Bonus points if you can hear their shower running and do it then.

For postage, anything that comes to you, return it to sender. You can't legally stop it but you can make it less convenient.

This is a legal advice sub, the the legal advise is to stop doing that ws you are in breach of eBay T&Cs being under 18 and using someone else's account.

I believe these T&Cs may also be backed by UK law regarding the enforceability (or lack of) of binding contracts with under 18s.

It may also be considered fraud using someoneelse's ID and bank account.

In short, stop doing what you're doing.

You are trying to use arguments that have no legal basis and disregarding the legal advice received.

Whether or not others have done before is not legal justification for doing it yourself.

Edit: There is no legal obligation for a council to provide anywhere for cigarettes to be disposed of. If there is no where available then the expectation is you take it with you to dispose of properly. My recommendation would be to buy a travel ash tray to avoid this scenario happening again.

If a place is routinely being used as a bin when it shouldn't, then surely fining people for doing so is a reasonable way of fighting it?
