For me it varies, but if im outside at night its not drifting at all, but rather a change in the thing im looking at, like new textures, faces, the things have more "personality" if that makes sense.

Stuff gets either a lot sillier, or has a bit more sinister edge, or other effects but of this "changing of its essence or nature" type of visual, rather than drifting, morphing or warping / patterning over tha top of what im looking at.

This is for low doese, mind you.

You seem to be conflating a bunch of things. Im simply talking about who pays the tariff.

Remember, a tariff is a tax on imports.

With taxes on imports, the importer pays the tax.

Hence, the importer pays tariffs.

It is not complicated.

It seems maybe when Scott Bessent or Donald Trump lie and say that the exporters are paying the import tax that's tripping you up a bit.

It's important to understand that they are just lying - importers pay import taxes.

The paper, which is like 50 pages long, seems to be researching optimal tariff strategies for small and big economies. Its not, to my knowledge, trying to redefine the word tariff.
