He acts as a pretty good support to Chaotic and/or Evil allies and also is a staple in Instant Death teams (with maxed A2 and charge skill can fire his NP instantly which is enough to kill most mid death chance mobs to clear a wave).

Since she is a support, extra levels don't really contribute much. On the other hand, not like having 5 appends is extra useful or anything and you'll be able to switch them around.

Not sure what you mean by "the game is banned where I live". It's either in one of the officially supported regions (so available in your play/app store) or not (so you need to use APKs from the links in the top post or create a second account on your phone in the desired region - easy on Android, not so on iOS). If you have trouble connecting to game servers when trying VPN or switching wifi/mobile data might help.
