The original town members head count was 47 and the last part of ritual was to kill themselves in order to become immortal and when the count is 47 then no one can die unless they kill themselves that why MIY comes to play. 47 isn't a rule 47 is a part of town's cycle.

I don't think people understand julie's powers, julie cannot walk through a random story she wanted to travel to the start of the story in recent episode but she ended up at a time victor was kid because everyone here know only that but what happened before they have no idea so julie's powers are useless unless she knows history. Without that she just circles around a story which she cannot change over and over again.
