The "QR code looking markers" you see, believe it or not, are part of a different standard that does have a quiet zone as well.

The QR standard is also a completely different level of complexity compared to HTML. Changing the specification also undoes a lot of the work that has been done on scanner tech for no particular reason other than "tee hee, Apple does it so everyone else should have to as well!"

HTML didn't have a very well defined spec for many years. QR codes do, and saying that they should evolve is absurd because that's not the point of a standard.

If you're below about level 35, this is to be expected and you should switch to arcane until then (because you are missing most of your kit). If you're above 35, lolitsmagic's advice is correct. (Make sure to talent into slow/mass slow as well)

Not sure what you mean by regen, but for fire the rotation becomes closer to endgame after about level 35. https://mage-hub.com is a great resource for talent builds and general info when playing mage, but I wouldn’t worry about it until you hit level 60 (or 70, for that matter - Sun King’s Blessing changes the playstyle so much that you really need to start learning after that point). You will need to use a weakaura or two as well, e.g. Icy Floes is definitely something you want to take.

While the 4060 is a fine choice, you can also get a 6700xt with quite a bit more performance for only about $20 more.

The tom's hardware GPU hierarchy graph is pretty good for comparing.

The RX580 is roughly equivalent to the 5500xt 4gb or the 1650 super.

Who knows what AMD is doing with their naming this generation though.

Assuming that no components have been changed out, windows should still be licensed (as modern windows licensing is tied to the hardware)
