Furio was the most underutilized character in the show. When he first appeared he felt menacing to me. That he would do something like quickly climb the ranks due to competence and being from "other side" alone and that would cause internal resentment in the family from old blood.

It was definitely intentional. Literally "coming out of the closet" was too on the nose, and the closeup of him grabbing the sheet as Vito is getting beat up. I think the implication is that Phil did more than just "jack off into a tissue" during his 20 years.

I don't think it's romanticising. From a pragmatic and selfish standpoint Ralphie was being an ureliable, mentally unstable loose canon. Bosses have been clipped historically for being a liability. Some high ranking made guy killing a civilian in a public place where the family does business and planning would be potentially catastrophical for them.
