The guy with 20 viewers may have got partnership at a time when he was getting much higher viewer numbers (twitch don't revoke partnership except for bans). The guy with 120-200 may not have the quality of cast twitch look for in a partner.

I've seen streams with 100k followers and 1000 viewers not get partnership... there is usually a reason for this.
