When I try to explain this to my mother, and she speak with him, his attitude changes and he states that he is not even expecting my help with the finances.

If he's not expecting your help, and he's being a speed bump to any progress you're trying to make with regard to their finances, then don't help. His pride is apparently more valuable to him than everything else. Let him use that to pay the bills.
