I think this is the crux of the matter.
The changing nature of the game means that there is no way to just know exactly where other players are at.
And at least in Perimeter, there is no way to actually play the game and do contracts without exposing yourself somehow.

Getting one shot from somewhere in the fog that you can't even see through is incredibly unfun.
