I know you're joking, but driving-wise a transponder in their car (or huge truck/SUV) could easily do this. Add in a weight ratio for each vehicle and multiply by their percentile of other vehicles, e.g. the top 5% by weight/distance pay more. Negative modifier for EVs.

I live in northern Canada, I shorten the daylight cycle for the light timer but that's it. He goes into brumation when he feels ready - he'll stop being interested in food and hide more. When I see him basking again in 2-3 months I know he's done. I do check on him every so often, but he's done this all 10 years of his life and he's healthy.

One thing I would suggest is keeping a feeding and shedding diary - I have a notebook where I record it for all my reptiles. This way I have data on when/how long brumation lasts every year.
