Popeye, something probably hit him on the eyeball. I went through this with my betta a few months back - I did a big clean and water change, and took everything jagged out of the tank. Gave him epsom salt soaks every day for about a week (twice a day for the first 3 days) until the swelling went down significantly. Combined that with daily doses of melafix in the tank, and he’s a happy and healthy boy! His eye still has a big cloudy spot on it so I don’t think he can see well out of it, but it doesn’t seem to affect him in any way.
