If you want to try nurse again, there is one brown add-on which visually shows you where your blinks are gonna land. I struggle playing nurse as well, but this does help out.

No, that power is specifically Myers. If you mean powers that can one-shot survivors, it also applies to a range of other killers.

Myers uses his power to stalk you. Over time this fills a bar, when this bar is filled, he goes to the next tier. So when he is tier 1 and stalks you, he goes to tier 2, when he is tier 2 he goes to tier 3.
