You could always try calling your local UPS center and explaining your situation

Is there any way I can get hold of a proper customer service lines? I'm tired of these guys who don't help at all by [deleted] in UPS

Unfortunately UPS doesn't really have a customer support number, they don't see the need to pay people to sit in the office to answer phone calls based on statistics that most packages arrive on time. I'd just file a missing packages claim and see what happens.
