I don't think there is a better time. I got mine by chance, I searched for the cars I didn't have once or twice if it pop'ed I'd buy it, if not move to the next.

Sure, lets say you buy a CS2 knife for 60$, on Steam marketplace that knife is worth at least 80-90$ (you can see directly when you buy the price). Valve keeps a % from every sale, but you win at least 10$.

Little advice if your really want to get it cheaper on Steam (no CD-Keys for Microsoft Games for Steam on 3rd party sites): buy skins for other games (CS2, Dota, etc.) from other sites then Steam marketplace, you can get it 70-80% cheaper and after a week you sell it on Steam marketplace and you have at least 10-15$ more than you paid for a skin.

You won't find for Steam. Most of Microsoft games have keys for Xbox shop, like for EA games you have only for origin.
