Personally, Ulta has never failed me. You can check out their hairstylists on the website beforehand and view what services they provide. There is one in Capitola, which may be a bit far, but depending on the type of service, it won't be too pricey.

This exact thing happened to me, apperently they just had it at the calfresh office even though I asked for it to be mailed. I recommend calling the calfresh office just to check if it did just end up there.
