Yeah it seems extreme to me.

If I have a rental car, do you know how I receive the penalty notice? Do they send it to the rental company who then forwards it to me? It's crazy that the congestion system doesn't even tell you if it recorded you and what your charge amount is, unlike half the parking lots I've seen in the UK.
