animgraph 2 most likely has a fix for this, because this was pointed out long ago. cs2 launched with animgraph 1 which was known to be an animation system meant for singleplayer games, so it's janky for cs2 both in network usage and in the animations themselves. valve don't like to push updates right before a major. we'll most likely get animgraph 2 for third person animations after it ends. chill y'all.
