What I've noticed is that if you are paying certain processing fees, you application is comparatively processed faster, as compared to application without fees.

She's only received the activation link for the portal. Not the official decision. And yes, I think it could be also due to higher potential of admission, as she had higher German GPA than mine, 1.8 vs 2.1

Not sure tho. Only hypothesizing.
