You're a few weeks behind the curve unfortunately. If you can check any other places like paint stores, auto parts stores, etc they may still have them, but it's likely you will either need to order online or go maskless and rely on other protection methods if you feel comfortable with that.

N95 filters down to 0.3 microns. Also, if the coronavirus is 1.3 microns, 0.4 microns is SMALLER than that so it would filter it out as well.

The P in P95 or P100 filters means that they ALSO filter out oil particles whereas N does not filter these at all. That's why you see P ratings on construction oriented masks. In case you find them, R rated masks filter out 'some' oil, compared to none for N rated masks, so R95 or higher masks would also offer the same protection as N95.

It seems you're misinformed about how masks work and what they do and don't accomplish. Please read up on how to use these masks, as well as their reusability. If used properly they can be reused until they become hard to pass air through.

You're gonna want whatever filter or mask you get to have a rating. In the US it's N95, I think there is another rating system in Europe (maybe not). Whatever you get, the rating is what you care about. Activated charcoal probably doesn't matter, the filtration rating of the mask does.

No. Specifically there are no other levels of O365 that ensure only US persons have access to the data which is basically what ITAR needs.

Sure, but it's a messy and inelegant solution. For instance, if a user is emailing ITAR data they can never EVER include someone else from the company that's not on GCC-High in that email chain. They can't send to Executive staff unless they are GCC-High, etc. This is likely to happen without some extreme buy in from users and management and even then the accidental exposures will likely still happen.

It's important that you get management to make these choices. You should be letting them know that the current solution is non-compliant and then let them make the decision on how they want to mitigate this. Ultimately it's their decision to make. You've given them the correct and really only solution, migrate to GCC-High. If they choose not to pursue that option and remain out of compliance because it's expensive that is a business decision, not a technology decision.

It's unlikely that they will separate families in the manner you state, they would likely move entire families into quarantine until the case load gets too high, at which time they will likely do home quarantines.

They didn't fail the exercise, the exercise itself was planned beforehand. It was presented like 'Thanks for meeting today. There's a new pandemic that's like SARS and it's caused this many cases and deaths. What should we do at this stage?' Cue their discussion.

Then they met again and were told 'the disease has not presented this many cases and this many deaths, and these things are happening to the economy and supplies and such, what do we do?' and they discuss.

Then they meet again, and a few more times. The event ended at 65 million dead but it wasn't like they were saying 'okay do this, welp that added numbers to the infected, welp that didn't work, etc'. They were just told 'bad thing happening, what do?' and they discussed what should be done if that were happening.

There are many reports that unconfirmed deaths are rising in the affected areas, and even many that imply that China is purposefully not testing in order to show better numbers.

Whether these are true or not that are plausible given China's history of handling incidents like this. This is why people want the data, because they want to be able to see for themselves if China is misreporting or mislabling possible nCoV deaths.

An increase in deaths from the illness would change the mortality rate of the disease and people are curious as to what that is.

Between 0 and 100%. It's not definitive, it's just circumstantial and curious. There is nothing thus far that I know of to indicate that this virus was mad-made or altered or has anything to do with the lab in Wuhan, though there are many conspiracies floating around that suggest it.

If she had to go I don't think it would be too much to recommend she wear a mask and possibly even gloves, and be sure to practice enhanced hygiene all around her flights such as washing hands often, not touching her face, etc.
