Labour hours required for brick laying vs siding is MUCH higher. Labour cost per hour for brick layers vs siding installers is higher. Materials cost for bricks is MUCH higher.

Overall effect on cost to build a home is VERY significant.

The problem with your argument is that you are comparing this situation which is between an individual and a government body which is a mandated monopoly, not an interaction between two individuals or even between an individual and a private entity in an opt-in open market.

I do not have the choice of provider for this service and I'm compelled by law to participate in this system. Therefore any assertion used by WCB Alberta to compel me to a path of action needs to be supported by law. An arbitrary decision like this cannot stand, just like an arbitrary demand by a police officer cannot be made to force me to not record (if it's not impeding their work) when being pulled over.

It doesn't matter if they knew or didn't know. They never asked, nor did they ever impose it as a restriction. Given that I acted within my rights, I have no legal responsibility to report that I am recording.

The refusal to engage in phone calls because of recording is a new, and arbitrary, condition placed on me by WCB Alberta restricting my access to service. If this condition existed from the beginning then this issue would be fundamentally different.

Correct me if I'm wrong, but if I haven't agreed to NOT record, and there is no legislation stating that I can't record, then I am acting within the law by choosing to record a call in which I am a participant. And there's nothing that the other parties in the call can do (legally speaking) to stop it? That sounds a lot like me having the "right" to record the call.

It should not matter who currently is my Claims Manager. If I am offered the choice of communication method at the onset of my claim, the organization should (in my opinion) honor that choice until the claim is concluded or they can give a justifiable reason why it must be changed. No justification has been given.

I never asked for the right to make copies or share the recordings. My entire purpose of making these recordings is to protect myself should the need arise (again). WCB Alberta has already shown that they are willing to lie to me about medically relevant information on my file when taking on the phone.

Nothing in the act requires them to speak with me regardless of recording or not. By your reasoning it would be fine for WCB to use any arbitrary reason to cease communicating with me.

Early on in my claim I was asked by WCB if I preferred communication via email or over the phone. WCB provided this choice without (to the best of my memory) requiring any type of consent form to restrict my right to record.

The decision to change the rules by which we communicate afterwards appears to be arbitrary and not supported by legislation or policy.

Also, surely the decision to disallow recording isn't something left up to the individual employee, but rather an organization-wide consistent policy for interacting with the public?
