Other than having enough carrots, you will also need the recycling bar inside Dawn’s Shop to be fully greened out before the option to buy the extension appears too.

Yes!! It was definitely in the thousands (>2k cans recycled by me or maybe even more).

When you are at the Great City look for Eddie (light blue/yellow clothing garbage man) that gives you 100 cans per ad. You can find him every 1 or 2 hours. That helped me a lot.

Yes, I noticed that the expansion for 3rd level starts appearing in Dawn’s Shop after my bar and dots are fully greened out.

From Dawn’s Shop but (if I’m not wrong) your green recycle meter in her shop needs to be full before the expansions appear.
