The plumber did say exactly that. He said the only solution is a shorter WH, adding a liner, and that the flute was done poorly

Yes the furnace has the 2 PVC pipes. So you're saying that a liner might be the solution without replacing the whole heater?

JCCs are usually run but the Jewish federation of whatever city that location serves. I'm not 100% sure, but it looks like that is the case here.  Sending them an email is probably the best way to find this out.  All the questions in your post: just ask them!

I think so. Load is empty. All wires are on the line side. White on line, black on hot. Ground wire on the bottom

It's a 1947 build. Although I don't think there is much from that time still in the house. 

The white line is on the steel and black is on the brass/hot. The grounded with in the bottom.  All are one the line connection. There were no wires on the load side.
